Key Concepts

GIS (Geographic Information System)

A system for capturing, storing, analyzing, and presenting spatial and geographic data. Municipal GIS portals are a primary source of parcel, zoning, and land-use data.

Parcel Layer

A GIS data layer representing individual land parcels — the foundational geographic unit for property research.

Shapefile

A common GIS file format for storing geographic features and their attributes. Many municipalities publish parcel and zoning data as shapefiles.

Overlay District

A zoning layer applied on top of base zoning that adds additional requirements or permissions — such as a historic preservation overlay or a flood plain overlay.

Future Land Use Map (FLUM)

A map produced as part of a comprehensive plan that shows the intended long-term land use for each area of a municipality — distinct from current zoning.

Geocoding

The process of converting a street address into geographic coordinates (latitude and longitude) that can be placed on a map.
